Even after election certificate, not quick formation of institutions is expected

The results of the October 6th elections have not yet been certified. But even after the certificate of political circumstances, there is no expected rapid constitutionalisation of new institutions. After the results are certified, the 30-day president appoints the constitutional session to select new organs, and in the 15-day term the mandate is obliged to form the cabinet.
According to constitutional affairs connoisseur Mazum Baraliu, if the president fails to try first, he appoints a second term, which is mandatory in the 10 days to form the cabinet government, and if the second attempt fails, then the country goes to the polls.
But if the president does not invite the Constituent session, the MPs from the previous legislature can do so.
The recogniser of the political circumstances, Blerim Burjani, says that in view of the current political mood of the winning parties, an immediate establishment of new institutions is not expected.
“The LDK has consistently refused to finally agree to the certificate of election results. If so, as the LDK says, the formation of institutions will not happen exactly immediately in the first week following the certificate of results. But that could happen in the 30-day period. So it's a constitutional deadline where political subjects can calculate on other topics”, said for RTV Dukagjin, Blerim Buryani.
Currently, more than 1400 deployments at the Results Counting Centre are being re-counted, following complaints by political subjects at the Election Panel for Anxiety and Parashtre.
