How and when did this happen?
The event took place in the early hours of November 14, 2018, when citizen Muhamar Raif of Pristina, according to his claims, while waiting for a friend in the Gjakova town park, had been arrested and handcuffed by four policemen who, he pointed out, had begun to hit him in parts of the body without any cause.
