Reports of the General Auditor continue to be not taken very seriously on the part of the State Prosecutor, although violations are often identified, which have elements of the criminal act.
Nongovernmental organisations in Kosovo seek out the Prosecutor's Office to tackle and investigate the alleged cases of public money abuses, writes the newspaper “Zeri” today.
Misuses of public money are among the most frequent finds in which the National Audition Office (ZKA), the institution that makes economic and financial control of the state. Why, in nearly all of the audience's reports, numerous violations have been found in public institutions, investigators' organs continue to play a disregard for this mechanism.
The lack of communication between the Office of the General Auditor and the State Prosecutor is a major concern for law connoisseurs, who stress that such bypassing the Prosecutor's findings does not contribute to the rule of law. According to them, the State Prosecutor does not have the will to review these reports, even though they according to the ZKA promote direct accountability and provide solid grounds for seeking accounts of abusers.
This lack of communication between the Prosecutor's Auditor and the Prosecutor has not been commented on by either party, though the newspaper has tried to get answers during yesterday. Of nongovernmental organisations in Kosovo, which monitor the work of Auditor and Prosecutor, they have said there are many reasons why the Prosecution has not forwarded the findings of the audience with investigation. Among other things, they stress that the prosecution expects the audience to bring about ready criminal charges, which then could be forwarded to court. According to them, there are times when the audience's reports are very volumeful and are not depleted by law officials.
