Hethet Kusari-Lila, allegedly accommodating Pacolli's car with the city's cash.

Gjilan's Constitutional Prosecutor is investigating Mimoza Kusari-Lila for more than a year, for the abuse of official duty as head of the Gjakova municipality. Investigations have been opened based on a criminal outcry filed with the Prosecutor. This criminal charge includes Kusari-Lila in the service of a private company car. [...]
Mimoza Kusari-Lila is being investigated again by the State Prosecutor. She had previously been investigated by the Kosovo Special Prosecutor over her work as Minister of Trade and Industry.
However, a subsequent investigation into Kusari-Lila has been launched by the Founding Prosecutor in Gjilan in the month of May last year.
The investigation concerns a criminal outcry handed down to the Prosecutor by one person last year, under which it claims Kusari-Lila has exceeded her competencies and misused office or official authority in three separate cases during the period he led the Gjakova municipality.
The case attorney, Shaban Spahiu, has issued a decision on May 23rd last year to launch investigations into former Trade and Industry Ministers.
In this criminal statement, Kusari-Lila is put into practice in the service of a private company car “Mabetex Holding” which is owned by Behgjet Pacolli, multi-millionr and its former chief in the New Kosovo Alliance (AKR), reports Online Insedder newspaper.
According to the criminal statement, in 2014, the Gjakova municipality had completed the service of a car for the firm “Mabetex Holding” with state money. The value of serving this car amounted to 872 euros.
In 2014, this municipality has been printing a car with registration plates 01-395. - BH, worth 872 euros (eight hundred seventy-two), with the same vehicle serviced, is private and is not found in the Gjakova municipality property registers, but the same was private property of the private company éMabetex Holding”, reportedly in the criminal broadcast, which Iseder has secured.
By then, in 2014, the relationships of Behgjet Pacolli and Kusari-Lila had been very close. The AKR leader had turned his focus on the Gjakova municipality after his party had managed to win first confidence in the governance of a municipality.
Pacolli had given signs that he and Kusari-Lila performed favour to each other.
In an interview with the media last year, after Kusari-Lila left AKR, Pacolli claimed that Mimoza-Kosari-Lila had spent millions of euros. All this money, according to him, was investment dedicated to Gjakova.
In addition to the first case, Mimoza Kusari-Lila is being investigated for two other cases under suspicion of misuse of office and official authority at the time he led the Gjakova municipality.
One of the cases is the subvention of the Gjakova Brotherhood Football Club in 2014. The municipality that was then led by Kusari-Lila had allocated over 53 thousand euros for the subsidisation of the KF Brotherhood, which according to criminal conglomeration “, is contrary to the demands of Article 9 of the municipal Interior regulator”.
And at Article 9, point 2 of the Subvention Breakup, it is said that in the event of separation of subsidies worth more than 150,000 euros, the requirement must be approved by the Municipal Assembly.
At the next point presented in the criminal connoisseur, the Gjakova municipality reportedly subsidised contrary to the Municipal Order, the Non-Government Organisation Active Society for Your Development (ASYD). It is about 6 thousand and 600 euros that the Gjakova municipality had earmarked for this NGO in 2014.
Insander has tried to get answers from Kusari-Lila regarding claims presented in the criminal allegations, under which Gjilan's Constitutional Prosecutor has opened investigations against her, but contact with Kosovo Parliament deputy has been impossible.
Meanwhile, the Constitutional Prosecutor in Gjilan has told Insider that the prosecutor of the case, Shaban Spahiu, is on a regular annual vacation.
We're not aware how far the investigation has evolved”, they said from the Foundation Prosecutor's Office in Gjilan.
Include in privatisation of four hydropower plants for KEDS
In 2013, Mimoza Kusari-Lila had been part of the Privatisation Committee, which led the privatisation process of the Energy Distribution and Supply Company (KEDS) in 2013.
This committee had decided that four hydropower plants in Kosovo should be privatised in co-operation with KEDS.
The sale of four hydropower plants for the Energy Distributation Corporation (KEDS) in 2013 allegedly caused damage to the Republic of Kosovo. For this reason, the Kosovo Special Prosecutor issued an offer to start investigations into Mimoza Kusari-Lila and four other former Kosovo Government ministers.
The inclusion of four hydropower plants in the tender package was kept secret, while ministers who have made key privatisation decisions have declared they have not been informed that the package has included the sale of hydropower plants.
Four hydropower plants have been sold along with KEDS -- theDicence hydropower plant, the Source, the Radovac and Lumbardhi plant. They have been granted concession by KEK with the aim of restoring them and increasing production capacities.
News of the investigation of five former Kosovo Government ministers in connection with the privatisation process of KEDS has confirmed this year as well as State Chief Prosecutor Alexander Lumezi.
Insander has written to the State Prosecutor to ask for clarifications regarding investigations into Kusari-Lila and four other former ministers in the case of four KED hydropower plants and privatisation.
State Prosecutor's spokesman, Hekrem Lutfiu, has confirmed once again that Kusari-Lila continues to be under investigation into the case. He said we can't provide information not to prevent investigations.
The state's “Procurory provides no information, on questions when dealing with the proper names whether or not investigations are conducted against a person, because that's how investigations” would be prevented, Lutfi said by the State Prosecutor.
Kusari-Lila was previously investigated by Kosovo Special Prosecutor. The investigation involved a criminal outcry handed down to the Prosecutor five years ago by two inspection troops of oil quality control, which were not committed by Kusari Lila as it was the Minister of Trade and Industry, but was engaged in a Croatian company called “Saybolt Pan Adriatic”
Common criminal charge was made by “Kosovo-Lab” run by Bekim Shyti and “S IERRA-Lab” represented by Ejup Gashi.
Based on this speculation, the prosecution had conducted investigations and no elements of the criminal act had been found. Despite the closure of the investigation, the prosecution has opened other investigations against Kusari Lila and several other MTP officials. You don't know if these investigations have stopped.
