The chairman of this commission, Speed Bulqi, in an interview for Online Economy, says the most controversial point could be Panchiqi's peak in the Kopournik Mountains, on the territory of Leposaviqi municipality respectively.

In this part Serbia has reactivated the air radar centre at a height of 2 thousand and 17m above sea level, from which it controls the entire airspace of Serbia, Kosovo and Albania.

“There are some complications, Serbia has set up some strategic objects of its own there. One of those items based on our documentation turns out to be inside Kosovo's territory, according to Serbia's documentation is thought to be in there. Bulqi has refused to declare whether President Hashim Thaci's idea for uniting the Presevo Valley with Kosovo should be realised, since she estimates how the commission is not good to comment on political statements.

But it has said that no other institution except the Parliament has the right to discuss changing borders.

“We must only start from a fact that any movement in terms of changing borders or violating Kosovo's territorial integrity, the only institution that has the legitimate right to discuss is the Assembly of Kosovo. It has no right to discuss any of the other institutions other than the Assembly concerning changes or other forms of handling Kosovo territory”.

The Commission, which heads Bulqi, is collecting materials they are of different kinds from historical, geographical, different cadastral materials, but also looking for different maps that point to the administrative line between Kosovo and Serbia.

The most important is Kosovo, and its institutions have enough facts to show the real state of this administrative line at different times. Another big fate is that our documentation and documentation which the Republic of Serbia holds is actually a documentation that has relatively great compatibility because it has been a special unit of the time and I hope very much that in this respect there should not be any particular problem”.

As for Uyman Lake, which was discussed much recently, Bulqi says his owner is Kosovo, adding that it has been built with money from the former autonomous socialist province of Kosovo.

According to Bulqi for establishing the lake dam, expropriations have been made and that all these processes have been recorded with currency documentation, which, he says, imply everything has been accomplished by then Kosovo socialist province's autonomous institutions.

He has denied rumours saying Leposaviqi has been part of Serbia's territory, saying this municipality has never been outside Kosovo's territory.

“There has been a difference in the meaning of the surface because in a certain period of time with a political decision, the municipality of Leposaviqi has been attached to certain settlements, among them is the largest settlement of Leshak and several other settlements, but when we speak as the municipality of Leposaviqi neither in the time of Tito, it has never been outside Kosovo's territory, but it historically remained and was part of the territory of Kosovo<1>

Bulqi says that if Serbia gave up its existing territorial claims on Kosovo, the demarcation process between the two countries would develop more appropriately. But even if that does not happen, he claims that by fact and arguments, every point that can be discussed will be witnessed.

If Serbia has and continues to maintain these claims on the territory of Kosovo, then we have an obligation to prove by fact and specific arguments any one changes or any eventual point that might be a discussion to change in this process or to find reality on the ground”.
