It takes a mobilization of all links to deal with domestic violence cases. This, since partial treatment of domestic violence only by some institutions risks the victims after a time of re-unitement, the legal expert at the American Embassy in Kosovo, Benina Kusari, writes today “Koha Ditore”.
In an interview for “E Sunday with Koha Ditore” she has said the American Embassy is focused on helping the system identify problems for handling these cases. According to her, prosecutors, police officers and judges dealing with domestic violence should specialise in order to understand the cycle and dynamics of how domestic violence is conducted.
Kusari has talked about the help the American Embassy has given to justice institutions in dealing with these cases. It has stressed the identification of typical elements of domestic violence cases.
Kusari has stated that it is a key issue for learning or specializing the system in treating these cases by teaching them what dynamics are. Because that's the problem. Manipulation by perpetrators is occurring while in the system, trying to manipulate the system. It has also spoken of the importance of harmonising the punitiveness of various cases of domestic violence.
