The conference in Switzerland wants to promote more integration of foreigners. New rules apply from next year, for example, to language skills.
Known refugees and temporarily accepted refugees can begin profitable employment more easily.
Evidence of Language Skills
By 2019, foreigners must better rely on their integration into Switzerland, and the disobedient may lose their permission. The Federal Council approved new law enforcement modalities for foreigners and integration Tuesday, the IndexOnline broadcast.
The evidence is sure whether the person has attended compulsory education or middle or higher education for at least three years. In consultation, the Federal Council had proposed five years and the completion of a profession.
For certificates of other languages, requirements will come into force only after a transitional period of one year. The State Secretariat for Migration (SEM) noted that in some cantons, the structures for conducting linguistic testing procedures that meet the required quality standards have not yet been developed adequate.
Sharing in Economic Life in Switzerland
As integration assessments, personal circumstances are considered. A deviation from the criterion of “participation in economic life” is possible, for example, in the case of limited physical, mental or psychic abilities. However, exceptions are justified only if the affected person is affected by the disease in their circumstances.
The regulation determines the required knowledge. The more rights given, the higher the demand of the tongue. Giving a residence permit or establishment permit in case of the family union will also require linguistic knowledge, but in this case, registration in a language course will suffice.
Card C can be withdrawn again
People who do not want to integrate may be required to sign an integration agreement, stressing expectations for them. Cantons will not be forced into such agreements.
Easier access to employment
Integration must also be promoted through paid work. Since January 1, 2019, recognised refugees and temporarily accepted employees may be registered for employment, having been informed of labour market authorities. Employers should not go through a complex adoption process. This creates easier employment approaches and facilitates employers, writes the SEM. The country's workforce is being promoted and social assistance spending is being reduced. Poverty, in spite of a job, may be considered but not an addiction to social assistance for which the person is not responsible.
6,000 francs per person
The text also regulates the integration packages the Confederata pays to cantons to support their work. At present, the amount remains 6,000 francs per person, even if the government plans to raise it to 18,000 francs by the spring of 2019. They can also use it for measures implemented in ordinary social assistance structures. Cantons will have to spend at least the amount of federal contribution to integration programmes. If they fail to do so, they may be asked to repay the contributions paid by Bern.
