According to him, the duration of the court processes continues to remain a problem, amounting to an average of 8.5 years.
The first “has to do with the functioning of the judicial system, which according to the Lawyer's reports, constitutes more than half of the complaints filed at the institution and dealing with procrastinating judicial procedures. On the basis of our estimates, the average duration in judicial processes exceeds 8.5 years to elect a case of either civil, criminal or otherwise. The second problem facing the judicial system is not to execute judicial decisions. On the basis of our findings, it turns out that more than 20,000 cases fail to be executed by the judicial system, even though firmly established by this system, and with what danger the legal security of the country's citizens”, Jashar said, transmits Kosovopress.
Jashar stressed that the report has also calculated the lack of government control. According to him, two main government control mechanisms are missing in the country
The “E before the country's Constitution defines this Parliament as authority exercising direct control of the government and in our assessments as coming from 94 percent of all activity in the Assembly dedicated to adopting other laws and procedures, while only 6 percent refers to effective parliamentary control and to what you agree with, with a real democracy does not provide accountability and accountability to the Government and with what will be applied to human freedoms and rights to citizens. The second mechanism, is the judicial system that enables effective control of the executive organs and you know that the only judicial body that has the authorization to exercise control is the Court for administrative conflicts which, unfortunately, in almost no case has managed to make merit decisions to restore the copyright violated”, he stressed.
Disturbing ombudsman also presented to youths who in recent years are growing numbers of drug users, leading to the average age within six years of 22 years at the age of 16.
The number 1 youth problem in Kosovo is drugs. In a research done several months ago on the basis of international standards also turns out that the main concern number one is drugs due to lack of mechanisms, institutions' policies, but also preventative mechanisms. Even more concerned is the fact that over 85 cases of deaths of young people from overdoses, as a consequence of the lack of preventative mechanisms that are disturbing indicators. The second argument is that from these young people and the average, 22 years ago was the average age of two years that young people were addicted to drugs, for two years this age has dropped to the average age of 16, which means six years has dropped the average of young people who are dependent on drugs”, Jashar added.
Currently, MPs are debating the ombudsman's report and its recommendations.
