According to Blic, Germany has suggested that instead of European Union diplomatic chief Federica Moghrini, the dialogue be mediated by a special EU representative.
Dialogue between Kosovo and Serbia, since the first circle in March 2011, is mediated by Brussels. In recent months, it has been said that it can continue in a new format, in which America would be included as consultants, which would benefit Kosovo, but also Russia, which is Serbia's idea.
A source of the Serbian newspaper Blic has said some countries are seeking to include a special representative.
Germany, according to this source, wants to take on the role of special representatives in the dialogue between Kosovo and Serbia, which would be appointed by EU foreign minister Moghrin, the Express broadcasts.
The reason for this, Blic writes, is that Moghrin is getting more work at the same time, and there is no time to pay full attention to dialogue, and to solve problems that will arise during negotiations. Hence, a special representative is thought to be doing more work.
This proposal, according to Belgrade media, is meant to speed up dialogue.
Serbian diplomacy chief Ivica Dacic has confirmed these plans. He has told Blic that it is unclear what Serbia would benefit from this change.
“I doubt Serbia would benefit from this, we know what the West's mood is for Belgrade and the status in dialogue. The question is who this special representative would be and what his stance would be about Serbia. It is clear that the purpose of this proposal is to resolve the Kosovo issue as soon as possible, and to increase pressure on Belgrade, rather than on Pristina”, Dacic has said.
