The new general director of the Kosovo Police, under the laws in force, is appointed by the country's prime minister. Police, from Friday, were left without its first, Shpend Maxhuni, who was appointed the new chief of AKI, by Prime Minister Ramush Haradinaj and President Hashim Thaci. With the latter, Maxhun has close reports, as he is convinced of it.
The Kosovo Police's internal organisation is regulated by law. Therefore, the new name of the general manager of the KPU is in the hands of Prime Minister Ramush Haradinaj.
The law envisions that the prime minister appoints the General Director of the Republic of Kosovo Police at the recommendation of the Government.
But prior to the appointment are several other procedures, which define Article 37 of the Kosovo Police Law.
“The Commission for Higher Appointments and Disciplinary in the Police proposes to the ministry candidates for appointment in the Police General Directorship, meanwhile, the minister recommends to the prime minister possible candidates for the post. Police Director General appoints the prime minister, based on proposals submitted by Minister”, says the first paragraph of Article 37 of the Law on the PKK.
The general director is appointed for a period of three years, and can be renamed at the end of this period for another five years without competitive procedures, the following paragraph of this law says.

And in the third paragraph, the candidates' qualifications for general police directors are specified:
“Qualifications of candidates for the position of Police Director General include, but are not limited to, at least five (5) years of experience in the ongoing police work with increased responsibility, at least 3 years of service in the senior police management, diploma from an accredited university, and graduation from the training academy of the Republic of Kosovo, or the completion of any equivalent programme at another institution. The candidate should be able to meet the minimum qualifications for a police official. Candidates are subject to an investigation into their past, and should not have been convicted of any criminal offence”.
Under the law, the Director-General is responsible for leading, inspecting and monitoring the police, making budgetary recommendations to the interior minister on behalf of the police, and managing and distributing the police budget in line with the prime assignments and priorities of the minister.
Police operate under the authority of the Minister of Internal Affairs and under the control and supervision of the Police Director General, the Express reported.
The Ministry's authority, by law, did not include operational police management.
However, the general director reports directly to the Ministry for Police Management and Management. He co-operates with the minister and offers information and reports that he may seek with reason.
Kosovo police from Friday remain without general director. This is after Shpend Maxun from today has been appointed chief of AKI, following Driton Gashi's dismissal.
Gashi had resigned after three weeks earlier asking Prime Minister Ramush Haradinaj, following the Kosovo guerrillas' deportation scandal. As the former chief of AKI has acted, so has the former chief now to the new director of AKI Shpend Maximus, former Interior Minister Flamur Sefaj.
So far, Kosovo Police Director, now head of the Kosovo Intelligence Agency Shpend Maxhu at the helm of the KK has come at the time of PDK's power with Hashim Thaci chief executive.
But with Thaci's blessing, he was appointed to the helm of AKI.
