The Ministry of Infrastructure has filed complaints with the Court of Appeals against the Constitutional Court of Pristina, through which the FOL Movement's demand for access to the tender file for construction of the Morine-Merdare Highway and the contract's copy for the construction of this highway has been approved.
After that request, the FOL Movement has reacted, saying that this request of the Ministry of Infrastructure indicates that a several million-euro contract is proving to be concealed.
“FOL considers that despite legal law in complaint the Ministry of Infrastructure holds against this Act, the main purpose of this complaint is to keep the contract secret as yet. This confirms the fact that one of the points of complaint is to maintain the privacy of the contract, despite its being a public contract”, says Periscope response.
According to the FOL, this tendency to keep such a contract a serious violation of citizens' right to know how their money is being spent.
This once again shows that the Government of Kosovo is not ready to publish the contract and tender file for the construction of this highway, which seriously violates the citizens' right to know how their money was spent” is written in the FOL response.
According to them, this procrastination is a serious blow to transparency and accountability.
“The FOL expects the Court of Appeals to prove the judgment of the Pristina Constitutional Court in a reasonable term and to impose the Ministry of Infrastructure to allow access to public documents, as was the request of the FOL eight years ago.
The FOL considers that the trend towards dragging this process on the part of the Ministry of Infrastructure, the Government of Kosovo, respectively, is a direct blow to transparency and accountability”, the response concludes.
