With April 1, 2018, the payment fee imposed on both national crossings that were conceived, designed and built to connect Albania and Kosovo. With this fee established, this project gets a serious blow from the criminal clan that governs Albania today.
The Democratic Party has put first the idea of an entire study on the possibility of applying light, transparent, affordable tariffs to all, to contribute thus to maintaining the Albanian road network. But applying these tariffs would be linked to implementing a universal principle, with the existence of alternative ways, free of charge. It would also be linked to the principle of double non-compliance, so to the removal of vehicle flow taxes.
Ignoring this universal principle, the band governing Albania has contributed to the maintenance activity of the Nation's route by applying a fee that runs from 10 euros for the return of a car to 22.5 euros for a two-way bus with two axes and 32.5 euros for buses and three-way trucks.
That happens at a time when Edi Rama has increased the vehicle's traffic tax by 24 lek per liter of fuel. The 24-dollar rise for literature takes the Albanians a total of $120 million a year out of their pockets. It's only 1/10 of this amount to cover all the needs of maintenance, without setting extra fees.
Only by free passage on the route of the Albania Nation has it gained directly and indirectly about 300m euros per year. It would be enough for one fraction of these incomes to cope with the need to maintain the entire Albanian road network.
Citizens of Kosovo will feel this primitive act of hatred by the ruling band in Albania first. This fee is an added barrier for them.
This criminal act also harms Albania's economy, increasing the cost of services and products and hitting citizens and businesses, from Kukes to Lezha, Shkoder, Kurbin, Kruje, Tirane and Port of Durres. Tourism will also suffer a severe blow.
But most of the time, it will be felt by poor residents of areas around the nation that are actually very hard to meet the van and bus fees. Rama promised to resolve the issue of residential residences in this area, but so far no measures have been taken for identification and equipment with identification tools that would guarantee their automatic expulsion at the entrance of several daily exits they perform to go to work, sell their products or secure the goods needed for their living.
The Democratic Party remains its promise to abolish the first day of circulation tax, as well as to investigate in transparency any concessions granted by the criminal clan at the helm of Albania, pledging that any concessions that violate Albanian interests will be abolished and responsibilities will be placed before justice.
