The fee for vehicle users to circulate on the Nation's Road is the highest in Europe. But it is not only the stated unacceptable price for users and law experts, Koha Ditore writes today.
Former Justice Minister Ylli Manjani has said high tariffs imposed on the Nation's Road could be filed with the Constitutional Court because, according to him, constitutional principle cannot be paid more than two types of taxes for the same function. Currently, Albanian citizens pay about 120m euros in taxes from circulation (507m litres of annual + consumption VAT. While the funds that the state budget allocated for road maintenance last year, including the Nation's Road, were about $3 billion, or 22m euros. That is 18 percent of the tax that was issued in 2016 from circulation.
