Democratic League of Kosovo MP Ramiz Kelmendi has commented on the agreement for demarcation between Kosovo and Montenegro.
Through a long writing, on Facebook, the law on demarcation has called it a beginning of contention over democracy and future generations.
Kelmendi has stressed that the 2015 agreement on demarcation with Montenegro has sparked internal conflicts for three years.
Speaking of the two reports of relevant commissions for demarcation and border agreement with Montenegro, Kelmendi has said that the Bulqi report could present interstate conflicts.
The Bulliqi report is the law that leaves open the possibility of interstate conflict, is the law that opens domestic political conflicts in the case of the democratic government, is the law that harms the interests of future generations of citizens”, Kelmendi has said among other things.
This law immediately becomes conflicted, which in the first case of implementation, because there is no mention of their borders or changes in it, and each commission that will be implemented on the ground, should know whether the limit is in Chuckorr and Tower, or under the agreement ratified in Parliament. The 2015 agreement on demarcation with Montenegro, an issue that sparked internal conflicts for the next few years, protesting in the streets, in parliament and putting Kosovo on the front pages of prestigious world newspapers.
Today we have this situation on Montenegro's side. So, we have an agreement signed in Vienna in 2015, and this deal has been ratified in the Montenegrin parliament by taking over executive power. On the other hand, we have the un ratified agreement, the Bulqis report and the third, we have the document signed between the president of Kosovo and the president of Montenegro, which allows for the improvement of possible mistakes by the Meha Commission, with the possibility of presenting additional documents, the demarcation commission whenever they are found.
All documents on our side in the Bullici report do not document and allow border demarcation in Chuckorr and Tower, but, the presidential document, allows technical movements to compensate the small land surfaces (seven hectares of land) for the interests of citizens living in that area. This document is identical as well as the agreement Prime Minister Mustafa managed to make with the prime minister of Montenegro, namely, that, if any village route, the road to the water source, the division of farmers' land, the same is compensated for the same surface everywhere, in every country, with agreements. This law containing the agreement on demarcation, the presidential document and the Bullics report is law that leaves open the possibility of inter-state conflict, is a law that opens domestic political conflicts in the case of the democratic government, is a law that harms the interests of future generations of our citizens and, with this, every time, it is possible both the internal opposition and the foreign enemies to freeze the implementation of this law that has been approved by the Kosovo Parliament, (so as an apple of conflict in the middle).
This law immediately becomes conflicted, which in the first case of implementation, because there is no mention of limit or change in it, and each commission that will be implemented on the ground, should be clear whether the limit is in Chuckorr and Tower, or according to the agreement ratified in Parliament. Let's not forget that the Montenegrin commission has the ratified and signed agreement and not the Bulicqi monitoring documents.
From this reality, the question arises that; by this, is the matter being carried to the lower level? This does not go to citizens, since they are seeing that border checkpoints are in the state of the past. So why should this instruction be done to the citizens of Kosovo? Why should it be left to future political generations and our citizens this possibility of dispute and conflict? Why should the residents of Rugova and Kulles hope to wait indefinitely for the return of the border to Chuckorr and Tower.
From this we find that now, before MPs, there is a conflicting law that is expected to be confiscated, so open to citizens who were a major political error, the conduct of the past opposition in relation to this agreement and to accept these mistakes because it is not a shame. Yesterday's opposition and a present-day part of it are based on numerous words and objections from existing and jealous experts. So it's better to tell the citizens now than to try to convince them that we've managed to turn the border into Chuckorr and Tower. It's not the fact of that and it's good to clean up all prefixes and backlines of the demarcation agreement, and it's clean and no, conflicted.
It's good and fair to be cleared of patriotic and traitorial nominations of citizens who are unjustly polarised for political interests. It is also not good for democratic political parties to allow this law with such types of documents that affect the functioning of democratic governments. We are witnessing how many citizens have gathered in protests, risking even the families and assets of the demographic political leaders. So this issue doesn't continue to remain as “So, I repeat, the law must be ratified which advances and empowers relations between peoples and neighboring states, not the law that rehabilitates political leaders and their mistakes.
