Pristina municipality Chairman Shpend Ahmeti has reacted about comments prompted about which flag should be located in the Flag Circle in the capital.
In a post in his account in “Facebook”, Ahmeti has cited provisions of the Law for the use of Kosovo state symbols and the Law for State Protocol.
This is his full post on this issue:
“I see a lengthy debate over the Kosovo state flag, which is deliberately heading to the municipality on the 10th anniversary of its declaration of independence.
First, I am head of Pristina, capital of the Republic of Kosovo, with constitution and laws in force, which we observe and respect.
The second, the establishment of state symbols is regulated by the 03-L-038 Law for the use of Kosovo state symbols and the 03-L-032 Law for the state protocol.
It's pretty clear there.
Article 3 points 4.
The state protocol performed these functions:
1.4. responds to organizing ceremonies for official, memorial, state and local holidays,
in cases where they are jubilee and when a state commission is formed at the decision of the Government of the Republic of Kosovo. “
Article 15 paragraph 2
“In the foreign environments the state flag of the Republic of Kosovo stands raised over or near the headquarters of central and local government institutions, at the border points, as well as diplomatic representations of the Republic of Kosovo, twenty-four hours (24) and directly lit at night. In the cases of official and memorial holidays, the flag was raised in other countries with the authorisation of the prime minister, for state events or the mayor of the municipality, for local events. “
I think it's known that the 10th anniversary is state event. ”
