Serwer has said the north of Kosovo is not well integrated.
“I think it would be good both for Albanians and Serbs if the north were integrated into the framework of the Ahtisaari Plan, which envisions the formation of the Serbian Communist Association”, American analyst Daniel Cerwer said in an exclusive interview for RTK.
He further said he does not believe the government of Serbia is hopeful that the north of Kosovo could formally join Serbia.
The “U has been told by Americans and Europeans that this will not happen. However, there are people in northern Kosovo who do not want integration with the rest of Kosovo. If the Russians were to pose a problem there, I wouldn't be surprised, but I don't know if this would happen”, he said.
Speaking of the 10th anniversary of Kosovo's citizenship, Serwer said Kosovo has made much progress, but that its independence is not yet complete.
Kosovo's “lacks armed forces. Still under NATO protection, foreign judges and prosecutors are still on trial, including the Special Court. There is no full oversight in the north and there are still many restrictions on Kosovo's independence”, he said.
Serwer believes that technically it is possible to form the Armed Forces even without constitutional changes.

He thinks the Special Court will improve Kosovo's image.
The American analyst also talked about Kosovo's integration into the European Union.
