3 years of the Demarket Agreement, which did not change any expectations (Document)

On August 25, 2015 Kosovo and Montenegro had signed the state border agreement in Vienna between these two states, Periscopi broadcasting. This had caused major divisions in Kosovo, and with Ramush Haradinaj's arrival as prime minister, they were expected to reject this agreement eventually. But that did not happen. Even [...]
The agreement was signed at the time by Deputy Prime Minister and Foreign Minister Hashim Thaci, and Interior Minister Skender Hyseni, while Montenegrin side had signed Montenegrin Deputy Prime Minister and Foreign Minister Igor Lursic and Interior Minister Rako Konjevic.
The 9th point of this agreement stresses that the “evental disagreements regarding the interpretation and implementation of this agreement are resolved by the governments of the parties, on diplomatic road”.
So this Declaration, although it was presented as a major achievement that would lead to visa liberalisation, should actually raise new questions, among which: why was not a Joint Declaration achieved so far, or why did it not take an effort to resolve the dispute through diplomatic ways?

In Common Declaration, point 6 says “D U n EC COFRIMMING the will expressed in Article 9 of the agreement signed by the two states that the eventual disagreements over implementation of the Agreement are resolved by the governments of the parties through diplomatic channels”

What is strange of all of this is the failure of the 9th article of the Agreement, either the post or the previous opposition. /Periscopi
