US President Donald Trump's letters to the presidents of Kosovo and Serbia are encouragement to reaching an agreement between the parties, but not necessarily to be the fragmentation of Kosovo or similarly, says in an interview for Radio Free Europe, International Law and Relations Professor Enver Hasani, former head of the Constitutional Court of Kosovo.
It does not rule out the possibility of changing borders being on the negotiating table, but according to him, it is wrong to reopen the border issue, generally in the Balkans.
Radio Free Europe: Professor Hasani, Brussels' dialogue on normalising relations between Kosovo and Serbia for the time being seems to be stuck. Do you expect the resumption of this dialogue, which is said to be in the final phase, and are there signs of when it might begin?
Enver Hasani: I don't know when it can resume, since it depends primarily on internal dynamics in Kosovo, but also on Serbia, which, especially in Kosovo, is seen to have taken a course, which is not quite satisfactory, since it is clearly seen that there is no agreement of the consensus between political forces, in terms of shape and content of dialogue.
Radio Free Europe: Do you expect there to be an approach to the political spectrum?
Enver Hasani: I do not expect, since the main issue that has been launched has been launched incorrectly and Kosovo's fragmentation as a variant, so-called painful one, respectively as allowing Serbia to win some concessions on Kosovo's citizenship. That fact has caused parties representing the destructive part of Kosovo's population to have serious reserves. That means it has been pushed back as far as the manner and content of the consensus is expected to be achieved, and this has caused fear in the main political forces as well as in ordinary citizens.
Radio Free Europe: However, Kosovo President Hashim Thaci has not said he may have torn Kosovo apart, but has indicated the correction of the border...
Enver Hasani: It may be called as you wish, but the essence of what has been seen up to today and the behavior of the Serb side turns out to be about fragmentation. In international practice, with correction of the borders it is meant when it is up to 500 meters to move border lines, either inside or outside. That's not 500 meters.
