The prime minister of the Republic of Kosovo, Ramush Haradinaj, has sent a letter to all European Union countries, which relates to his Government's decision on the 100 per cent tax on products originating from Serbia and Bosnia and Herzegovina.
In this letter Prime Minister Haradinaj has shown that the Republic of Kosovo has consistently respected all agreements ( CEFTA and all obligations, but Serbia and Bosnia and Herzegovina have not done the same.
Haradinaj in this letter has said Serbia and Bosnia together have violated CEFTA's obligations, intervened in the constitutional order of the Republic of Kosovo, and threatened Kosovo's security and public policies.
While Kosovo fully implemented its obligations, it consistently faced and reported disrespect from the Republic of Serbia and Bosnia and Herzegovina for obligations stemming from CEFTA and other internationally applicable laws. The two states have taken actions that violate CEFTA's obligations, interfere with the internal constitutional order, and threaten Kosovo's sovereignty, security and public policies. In the case of the Republic of Serbia, these actions are at odds even with agreements reached within the dialogue on normalising relations between the Republic of Kosovo and Serbia. Also, Serbia's republic has violated EU Chapter 35 for normalisation of relations between Serbia and Kosovo, which requires Serbia's <x1-secondary commitment towards a visible and sustainable improvement in relations with Kosovo”, it says on this letter.
Besides, Haradinaj has also indicated the obstacles Kosovo businesses have to export goods to these two states.
Also listed in this letter are the violations Serbia and Bosnia have made regarding the CEFTA agreement.
“Noni 1 [Objectives] see paragraph 15 (xi) below, Article 3 [Seromical challenges] See paragraph 15 (xii) below, Article 12 [Sanitary and Win-Sanitary Masses] see paragraph 15 (x. A.) Below, Article 13 [technical Barrieves in Trade] APU See paragraph 15 (x) below, Article 21 [state aid] See paragraph 13 below, Article 25 [Responsibilities in the Accounting Balance] ♫ See paragraph 14 below, Article 30-32 [ Investment-related articles]
In response to these violations and in defence of the constitutional order, Haradinaj says the Government of the Republic of Kosovo has made the 100 per cent tax decision.
The tax settlement has also opposed the European Union, yet the Government of Kosovo remains committed to the decision made recently.
For this tax Serbs in the north have been organising protests for days, while yesterday on the same issue in Kosovo has stood by commissionor Johannes Hahn, who has repeatedly sought to undo the tax decision.
