On the other hand, in the confidential letter of the European Council for Foreign Relations (ECFR), led by Rober Cooper, in addition to the setbacks for partitioning Kosovo, raised yet another concern for possible unrest in Serbia on the eve of elections for the National Minorities Council to be held tomorrow.
