Although full implementation of this code was envisioned on June 30th this year and after an additional deadline for October 31st, full implementation has not yet occurred.
Now, the deadline for the overall implementation of the telephone code, including the removal of current international codes, is January 15th, 2019.
The two mobile operators in Kosovo, Vala and IPKO, have been declared a challenge to launch overall implementation of Kosovo's +383 telephone code are their relationship with international operators.
Unable to reach the deadline for implementation of the +383 code, the two operators Vala and Ipko had requested postponement of the deadline, but this has not been accepted by the Electronic and Postal Communications Regulatory Authority (ARKEP).
ARKEP Board Chairman Kreshnik Gashi told Radio Free Europe that they have started with sanctions procedures against operators who have not adhered to the legal deadline for removing international parallel codes.
The recent ARKEP decision does not accept the postponement, but gives final warning and requires that irregularities be eliminated within as fast a term as possible, as long as the sanctions are initiated by January 15th, 2019”, Gashi said.

What's going on with the implementation of the +383 code?

According to Gashi, fixed phone and mobile operators Vala and IPKO will be punished with monthly payments of 10,000 euros, but as a punishment measure that could even increase.
Currently in Kosovo, mobile phone Vala uses the Monaco code (+377), the IPKO code for Slovenia (+386), for which Kosovo must pay high cost of spending.
Total costs caused by the use of these codes amount to over 200m euros.
Gashi emphasises that sanctions are the latest measure by which it is required to implement a key state decision, such as full implementation of the +383 code.
“We are aware of some of the challenges of operators which have documented that a large portion of traffic still passes between +386 codes and +377 code, but we are convinced that without the beginning of the single use of the +383 code there will always be a percentage of traffic that will be passed on to other codes. In this context, we demand that the code be implemented as soon as possible and the current codes are removed so that they are not sanctioned”, Gashi says.
On the other hand, telecommunications affairs expert considers the neglect of telephone operators not to collect in the set term of the Kosovo state phone code +383.
Telecommunications expert Agron Dida, once Kosovo Post-Telekom leader in a conversation for Radio Free Europe, says operators for the neglect shown in the face of total implementation of the Kosovo telephone code would have to be punished.
I think this is unforgivable neglect. The regulator (ARKEP) is to impose fines immediately, as these will be delayed again. This is not the problem of the citizens of Kosovo, but of the operators who have to solve it. They must do their best to render proper service to citizens. It's been a long time since citizens have a communication problem, since software of these systems have not been properly adapted and have not made transital solutions to switch to the new code +383”, Dida points out.
Kosovo's state phone code is divided in December 2016 by the International Union of Telecommunications (ITU). This code was the result of talks in Brussels, between Kosovo delegations and Serbia, with the European Union's mediation.
