This was due to Serbia's political situation with Kosovo and the International Olympic Committee's decision not to discriminate against sports delegations, as it has recently happened when Spain did not allow Kosovo's state symbols, and India managed to prevent boxer Donjet Sadiku from participating in the World because they do not recognise the state of Kosovo.
The World Federation of Paragladism has provided no more details than it has said it will inform in time.
