Campbell was also linked to the post of Oxford United coach before Carl Robinson was named in March.
Also, he was interviewed for this job at Oldham and Grimsby earlier this year.
The 44-year-old has enjoyed a successful career with clubs like Spurs, Arsenal and Portsmouth, as well as representing England in three World Champions before retirement in 2012.
Campbell was recently working at England's U-21 National Technical Staff.
Macclesfield, a club that has returned to last season's Football League, is in last place in the Second League and has won only two championships this season.
