At least seven people were injured when the truck broke into a group of people. The truck also hit a car.
One of the pedestrians is believed to be in a serious condition for life, while those in the small car have suffered minor injuries.
It is believed that the truck hit a car with a family inside before hitting footmen.
Several medical teams were sent to the scene after the incident about 1600 on New Year's Day.
Local media have reported that the incident was caused by the truck driver trying to make an illegal turn.
The driver was arrested at the scene.
SPPD spokeswoman Grace Gatpandan confirmed that the incident is not believed to be linked to terrorism.
