Nellie Ross was the widow of Governor William Ross, who had died during his time in this post. She was chosen to replace her husband for the unfinished part of his term as governor.
Mrs. Ross kept wearing mourning clothes when she was sworn in.
It was hardly the case for this country to have its first governor, and it was also not the case for the oath ceremony to be conducted by the president of the Supreme Court of State, who before 35 years had prepared the Wyoming State Constitution draft under which women had equal political rights.
