In contrast, Economic Development Minister Valdrin Luka has shown about the benefits Kosovo will receive from building New Kosovo and that it is envisioned to be completed in early 2023.

According to him, this project is 100 per cent private. The Kosovo government, according to him, has no share in the company.

He indicated that 30 per cent of this project will be the investor's private capital, while 70 per cent will be in the form of loans from the private investor to various financial institutions. He added that the government has some other obligations it should provide to the investor.

Kosovo's “Government will not have financial obligations to bring into this project, except that there will be financial obligations to fix the coal mine, because we have to make sure that there is going to be continued supply and without interrupting coal. The government is tasked with providing continuous coal supplies, taking over continued water supply for duty, assumes a guarantee of location that will be attached to Kosovo B, and is also charged with securing location for the deposit of ash. So these are the obligations of our part which should be part of, and what is the greatest and most important obligation is that we guarantee that we will buy all the production capacity”, Luka said.

Luka says the private investor should do the construction, manage the entire operation for 20 years, and after 20 years it is obligated to transfer it to the Kosovo Government. It also shows that when the financial agreement is reached, it will go to the Assembly to vote.

I believe the financial agreement will be finalised by the end of 2018. The agreement, which is guaranteed by the World Bank and which must be passed to the Kosovo Parliament by two-thirds of the vote. As soon as the financial agreement is voted, then the construction begins immediately, which I expect somewhere early in 2019. They've been dealing with this project for about 3-5 years. So, late 2022 start 2023, there will be the first start of energy with this “thermal power plant, Luka said.

The major project is considered the interest of a German company to invest in alternative energy, however, this and other potential investors will invest after the strategic investment law has been enacted, which has long been adopted but has never entered into force because administrative guidelines are lacking.
