Should president be included in solution, analysts speak

Albert Krasniqi, analyst from the Kosovo Democratic Institute, has expressed the opinion that in the absence of a consensus of parliamentary political subjects so far, to find a solution that would unblock the situation, including the country's president, Hashim Thaci, would contribute to the failure of the situation.
“The political parties represented in the Assembly should be more responsible in the face of the Parliament's institution. If this is not being achieved so far, it is the duty and duty of the president, who is also determined with the Constitution to ensure the constitutional functioning of institutions, to have a more active role and to try to find a compromise between the” parties.
The other knowledge of political developments, Emrush Ujkan, tells Radio Free Europe that power in Kosovo is divided and the country's legislature has to solve the situation itself, choosing the chairman and vice-presidents to pave the way for the creation of the new government.
“Only the Parliament can solve (the situation), in terms of constitutionality, the problem. MPs have the mandate of the people and they are sovereign because no one can replace them in office, as they are elected by the people. Of course, the president's role in this regard could help, for it would be an added role to unlock reports among political parties. But it will not affect or influence the work of the Parliament to take a unilateral course of”.
But, analyst Krasniqi considers it unacceptable that so far there has been no reaction on the part of the country's president, saying he is staying indifferent to this process.
“Evertically, (President) to seek the interpretation of the Constitutional Court regarding the mandate, to nominated for the candidate for the Speaker of the Parliament, as the president has set the date for calling the constitutional session and this date set by the president is now not being respected by political parties. So in that sense, I believe that it could contribute to the exit of the current political crisis or to the deadlock of the Convention Constitution and, eventually, to facilitate a dialogue between political parties”.
Analyst Wolfani stresses that the president's role means preserving people's unity. But, according to him, a part of the country's up-to-date opposition disputes his position, and therefore his eventual role in finding a solution to emerge from the political crisis. However, as he says, the country's president should fulfil his obligation and invite political parties for consultations.
It is in the president's mandate that he do such an act, initiate such consultations, and so on. Now, has he done enough, and should I do more? Exclude the fact that a part of the opposition contradicts Mr. Thaci's figure as president, however, I think he has to make even more efforts, with which he will exercise his function and in some form prove that the country will give a solution or that political parties will be convinced not to hold the country by hostage”.
The political crisis, which is the product of the failure to complete the Kosovo Assembly binding process, according to connoisseurs of the Kosovo Constitution, has no constitutional solution.
The Kosovo Constitutional Court's decision of August 2014 gives the right to the political subject or the pre-election coalition, which gets the largest number of seats in the Assembly to propose the legislature's chairman. In the current case, the proposal must make the coalition PAN, composed of the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Initiative for Kosovo. So far, the coalition PAN has not proposed a candidate for chairman of the Assembly.
