On May 27th 2014, former MTIH minister Bernard Nikaj had made the decision to allocate 20 thousand euros in subvention, the NGO under the name “Yakova Inovation Center”, whose director was Valdrin Luka, who was also head of the Kosovo Investment Promotive Agency that operates under the MTI, while the chairman of the board of this NGO was Eljana Naka, the permanent secretary of this ministry.
Based on the understanding agreement between the Ministry and the NGO “Jakova Inovation Center”, signed several years ago, the 20 thousand euros separated from the state budget would go for rent, maintenance and cleaning, travel spending, consultation, internet, power, web-page design, etc.
In addition to corruption, investigations of conflict of interest had been raised against Luka, Periscopi broadcasts.
Based on some documents, it turned out that on October 10th 2014, “Jakova Inovation Center” had demanded from MTI and 6870 euros for installing heating at the facility of this nongovernmental organisation.
At the time, the newspaper Zeriʹ had learned that there was evidence based on financial abuses by Luka, who has now been appointed minister of economic development from the AKRU ranks, following the agreement that the party's chairman, Behgjet Pacolli, had reached with the PAN coalition.
Otherwise, the nongovernmental organisation “Jakova Innovation Center” was established on 26 August 2013. Meanwhile, its founders were Waldrin Luka and Uranic Begu.
Earlier, Kohavision reported on the case of Luka, who is not the only member of the government cabinet having problems with the law.
