Constitutional Law Professor Mazum Baraliu in a premonition for “Index” has explained the government voting process and the presentation of new ministers.
He believes that at the session, which will be held tomorrow for the new government vote, there will be no possible impasse, as PANA has claimed it has 63 votes.
“Manager proposing by coalition The PANA, will have a 15-day deadline available after the mandate is granted by President Thaci, where I should offer the list of the government cabinet”, he said.
Furthermore, it shows that a new session that follows the first regular session to have the cabinet voted on.
If there are 62 votes and then we officially have the new cabinet government. The government's new mandate at the first regular session should offer a programme, where the cabinet is then voted in, and after that all domestic institutions” are established, he said.
Baraliu has stressed that the Constitution of Kosovo in this case is very clear in the procedures to be followed, only if, as he has said, MPs who have voted the speaker of the assembly may not vote the mandate of the new government.
The only obstacle could be if one of the MPs who voted the mayor, but eventually did not vote the government mandate. But according to their own statements PAN, if they own 63 votes then the new government will be voted smoothly”, Baraliu said.
