The August 3rd constitutional hearing may not pave the way for the creation of new institutions. This is expected for the hearing, which is scheduled for Thursday, to be blocked. So says political affairs analyst Ramush Tahiri.
According to him, the constitutional session will be blocked and postponed for another day, because the nominur for Parliament Speaker Kadri Wessel does not have enough votes.
“PAN is set to have the owner of the list, Kadri Wessel as the candidate for the top parliament, and for that he has announced the Parliament and that is official. It is up to the deputies to vote after verifying their mandates as MPs Kadri Veselin as chief parliament. It has been declared that it will not vote and that Kadri Wessel will not have the votes, the 61 votes needed to elect the head of the Parliament. If this happens then the meeting is considered unfinished, within that day it will not be voted and it will be left another day to continue the constitutional sessions, and the likelihood is that it will happen, continue the constitutional gathering the next day, and the PAN will decide whether he will be with the same candidate or will be with the others. The odds are that we're going to have blockages of the Convention Substitute”, Tahiri told Economy Online.
He also said that if the constitution is established then it would still take work to form the government.
When the constitution is established, then the preconditions for forming the government will be said without completing the assembly's constitutionalisation. To be appointed, the government must be appointed mandated, now we have no official mandate for prime minister so far we have candidates for prime minister, but official mandated by Kosovo President Hashim Thaci. The decree is carried out under PAN's request, with this case the largest winning coalition to announce to the president what their mandated candidate is to create the government. After the term is granted by decree and the assembly, or mayor, announced the 15-day assembly when it is willing to vote the”, Tahiri said
