Star Popa was born into a family of intellectual and national traditions in the city of Elbasan in 1930. After completing his studies as normalists in the hometown, he graduated as a physician in Bucharest in the field of medicology. After returning from Romania, for three years he headed the first university biochem seat in Albania. With the establishment of the University of Tirana for a short time, he was assigned to work at the newly established hospital therapy seat.

Star Popa is one of the first Albanian doctors to specialise in cardiology through postgraduate studies. During 1958-1961 he stopped teaching at the Universities and deepened medical studies in Moscow. Upon returning to Albania, as a doctor at the No. 1, along with other colleagues, Star Popa became the founder of the Albanian Cardiology School, which received high marks even from the world's high personalities. Medical service at the country's hospital network and university research teaching are two parallel pillars on which the academic Ylli Popa's scientific and intellectual activity took place. Being the head of the cardiology ward at the hospital service, he also conducted the university residence at the helm of which he remained until 1983.

Under his direction was the first cadre established and the first Albanian cardiodrogy service, which he led until 1993. The author and coauthor of Cardiology and Cardiology University Publications, which recognized some repressions over more than two decades of prof. Dr. Star Popa left a trace of his serious knowledge and experience in several generations of doctors. He is credited with the exclusive credit that, since 1972, for the first time in Albanian health service, and in the country's university activity, the contemporary concept of modern medicine on idiopathic miodipatia was replaced. In its long-standing medical and teaching event, Star Popa recognized the lives of the Albanian people from top and bottom, from political leadership clinics and from the fate of the wingless man, who in the doctor saw lifesaver. This recognition extended to him citizen concern and power of intellectual thought. He is the author of the first controversial article on the values of the constitutional political system Albania inherited since 1944.

His writing, with a title borrowed from the known work of M. Proust “In search of lost time”, published on April 30th and May 1, 1990, right at the party's daily spokeswoman in power, caused a powerful ideological shock and became a sign to the outside world that there was a different opinion in Albania. Ylli Popa was chairman of Albania's Academy of Sciences for a 10-year period, at a difficult time (1997-2007), and is known as one of the longest-lived leaders of the institution, the longest after the 1990s. At the helm of this institution, he established all his authority, all possibilities of influence, power of mind and soul, to restore him authority as the highest scientific research institution in the country, with the responsibility of a chief centre of albanological studies within and abroad, which drafted the first platform of the resolution of the Albanian national issue, which became the reference not only to scientific life but also to international diplomatic action. He is known throughout the academic-university world for his own wisdom, as well as for his reform thinking and advoting to albology as identity science.

The academy, Ylli Popa, was a well - known and valued regional and international. Many of his scientific articles were published in scientific magazines indexed abroad. For six years (1987-1993) was chairman for Albania of the Balkan League of Doctors (Union Medicale Balcanique). Star Popa's civic event recognises another reference point, being a founding member of the Albanian Helsinki Committee -- the first organisation available and critical of the inherited political system, which formalised its activity before the creation of the political opposition in Albania.

Under this organization he has played a primary role in protecting human rights in one of the most difficult periods. Ylli Popa has been the deputy of Albania's Popular Assembly for two legislatures. For his very useful activity in the service of science and the people, he has held the Hero of Socialist Labour and has been decorated with the Red Labour Flag order. Artiac Ylli Popa will remain in the memory of Albanians as cardiologist and professor, as academics and as a man, as a citizen and a scholar, as a social activist and as a rare model of doctor's order.
