Former International Civilian Representative's Office official in Kosovo, Andrea Kapusela, said EULEX has kept silent about crime at the helm of Kosovo and that its mistakes allowed the installation of <x0 criminal plant” in Kosovo
Capusela, who from 2008 through 2011 worked at the International Civilian Office in Kosovo, said the effect of EULEX in Kosovo is devastating, a situation worse than before this mission came.
It for the Serbian daily “Politika” has declared there has been no pressure from Brussels to meet the goals for which the mission was created, such as rule of law and fighting corruption, but a true illusion has been created that something is becoming useful, but EULEX has approached the task with the same negligence as U n NMIC earlier.
Kapusela in his book “Construction in Kosovo” has said EULEX's failures refer to the inauguration of criminal elites in Kosovo.
When EULEX started working, Kosovo had just declared independence. The position was that an attack on the elite would create political problems. They could continue with corruption and organised crime, and no one raised a finger against them”, Kapusela said.
He noted that the crackdown on high crime was dangerous because of the possibility that Kosovo's political elite will retaliate.
In this situation, international mission officers were not motivated to handle their duties. That was also true of my mission. We haven't had the right to send someone to prison, but we've been able to release, we haven't used our options because it was easier the option of silence”, Kapusela said. /Zeri
