He, after North Korean leader Kim Jong pushed the missile launch decision towards US territory Guam, has said Washington is ready for talks.
Tillerson has said he has left the north-korean leader to assign when the talks will begin.
Asked about Kim Jong's decision to give up the missile launch, US Secretary of State said there is no answer to the north-korean leader's decision.
