Australia's prime minister, Malcolm Turnbull, has announced this plan today, three days after a double car attack in Spain has killed 14 people.
“Sic we have seen tragic events from Paris, London, Berlin and Barcelona, terrorists continue to attack in countries with the crowd” of people, Turnbul said through a statement, referring to earlier similar attacks in several major European cities.
With this plan, local governments and businesses are given instructions that can help reduce the severity of the attacks, including the installation of concrete blocks and other barriers, which can reduce the speed of hostile vehicles.
This strategy had first been presented after a car attack on the crowds in the city of Nice, France, in July 2016, with what killed 86 people.
