PDK indicts Shpend Ahmeti for employment in Pristina municipality

The Kosovo Democratic Party, the branch in Pristina, has today filed a criminal outcry against the rule of Shpend Ahmeti for party employment of close to 500 Vetevendosje activists in the Pristina municipality administration.

This criminal complaint against Shpend Ahmeti and several of his directors, including former Vetevendosje Secretary Dardan Molliq, who allegedly hired militants there, the PDK branch of Pristina, has deposited it in the Special Prosecutor.

“Due to the suspicion based on having committed criminal acts organised by Article 283, paragraph 1, concerning Article 422, paragraph 1 and 2 subparagraph 2.1 of KPRK, where, deliberately and knowingly, with the intent of exercising the anti-legal activities of the organized group have created favors for individuals in opposition to the 12th paragraph 4 of the Civil Service No Law. 03-L149, failing to implement the recruiting procedure, the public competition has made illegal employment. In 2015 they made illegal employment of 276 people, and in 2016 they made illegal employment of 210. During this period, committing criminal acts, they have made the employment of a total of 486 persons”, the PDK reportedly criminalised.

Of these illegal acts, according to official reports, the damage caused to the budget of the Republic of Kosovo is about two million and three hundred thousand euros.

“After the PDK branch of Pristina, failing to allow competition legally, the suspects have deprived other citizens of applying for specific positions and thus have come down and violated Article 422, paragraph 1 and 2, subpargraphy 2.1, regarding Article 222, paragraph 1 of KPRK, to create favors for:

) Zana Goyanni, who earns monthly salary of 407 euros a month, Vetevendosje activist;

Besnik Mujejci, with monthly salary of 340 euros, Vetevendosje activist and now candidate for the Pristina Municipal Assembly;

) Lydra Hoxha, monthly salary 301 euros, Vetevendosje activist;

Patrick Domi, with a monthly salary of 344 euros, Vetevendosje activist;

Mirlinda Batusha, with monthly salary of 301 euros, Vetevendosje activist;

Fort Bryma, with monthly salary of 260 euros, Vetevendosje activist;

Arben Sejdiu, with a monthly salary of 300 euros, Vetevendosje activist;

The Dajaj rally, with a monthly salary of 398 euros, Vetevendosje activist;

Dardan Osmanaj, with monthly salary of 301 euros, Vetevendosje activist;

Avisar Hadzibeqi, with a monthly salary of 350 euros, Vetevendosje activist and member of the General Council of Vetevendosje, the branch in Gjakova;

Adelina Krasniqi, with monthly salary of 301 euros, Vetevendosje activist;

Rina Govori, salary of 348 euros, activist of Vetevendosje;

Erzen Vraniqi, with a monthly salary of 465 euros, former Vetevendosje spokeswoman and its activist;

Arben Hamid, with salary of 407 euros, Vetevendosje activist;

Drilon Piraeus, salary of 348 euros, activist of Vetevendosje;

Arbnor Berisha, with a salary of 301 euros, Vetevendosje activist;

Fatime Ahmeti, with monthly salary of 301 euros, Vetevendosje activist;

) Kastriot Nebihu, with a monthly salary of 303 euros, Vetevendosje activist;

Al Albon Rexhepi, with monthly salary of 254 euros, Vetevendosje activist;

Faton Zeka, with a monthly salary of 300 euros, Vetevendosje activist;

At a monthly salary of 300 euros, Vetevendosje activist as well as hundreds of activists and other militants, according to the Pristina Community Financial Audition Report for 2015 and 2016”, the report said.

Suspects, according to the PDK, have had the roles divided in the manner that the suspect Shpend Ahmeti, on the basis of party preferences, has accepted the names of party militants from Vetevendosje officials and then in discussions and agreements with other suspects have been arranged at key positions in the Pristina municipality in order to ensure that all services conducted within the municipality are controlled by their party.

“Today we made the first criminal pre-meditation against the clientlist and corrupt Vetevendosje government in Pristina. This time, we were determined to criminalise about party employment of close to 500 Vetevendosje activists. Next week we will also file new criminal charges for the other abuses we have publicly denounced. At the same time, we will continue publicly denouncing other abuses of them, which together with citizens we thank very much for co-operation with the PDK branch in Pristina, we are always reaching out and fact-finding”, PDK branch secretary in Pristina Bujar Calcoli has said.

Attachments to this criminal row, Pristina's PDK as evidence has also deposited the annual financial audit reports of the Pristina municipality for 2015 and 2016, as well as the political publication of these social networking activists, which testify that these employed persons are Vetevendosje activists.
