PDK accuses Shpend Ahmeti of doing politics and business with construction permits

The Democratic Party of Kosovo, the branch in Pristina, through a media conference has addressed the injustices done to builders in Pristina with selective approaches and corrupt selection in providing construction permits.

The Pristina municipality, according to the PDK, has been doing politics and business all these years with construction permits, broadcast Koha.net.

Secretary Pristina's PDK, Bujar Cakoli, has said they have the doubts that most markets with construction permits, Vetevendosje governance, made through some design companies close to Pristina municipality leaders, which manage the markets according to the methodology “make construction projects, provide them with construction permits, and receive residences, locals, or other compensations for others who stay behind and allow construction to be”.

Calcolly has said that these design companies have spoken before and will talk again, while today they have addressed the issue of construction permits, only receiving the official and public reports of the Ministry of Environment and Space Planning as a source.

To politics, as PDK calls it, the meaner of the Pristina administration in providing construction permits in a selective way, Calkoli has said that in 2016 104 builders have reacted, filed complaints with the Ministry of Environment and Spatial Planning, as a second degree review body, where for 103 of those cases have returned in favour of citizens or builders, giving them justice, while in only 1 case has given the right to the Pristina Commission.

According to Cakoli, this means that the “Klan of Dostave” within the Pristina municipality are making massacres with construction permits.

These give only where political and financial interests are at stake, while in other cases they do not complete intentional subjects or make harmful decisions, as noted by these official reports, where of 104 cases of non-licension, only one of them has had a right until 103 citizens or builders have deliberately denied their rights”, he said.

In 99,99% of cases that have complained in 2016, Cacol has said the Pristina municipality has wronged and has denied them rights as owners and citizens.

This only strengthens the public perception that exists in the prishtinas, that to get their permission in the Pristina municipality, the builders must give them some kind of residential floor, some locale or even other rich rewards. The entire electoral dictionary was oriented towards social equality, while the trend of increasing inequality and injustice they do toward all those who are not part of Vetevendosje or “Klan of Dostave” is also seen in 2017<18x3>, Calcol said.

In the first quarter of 2017, citizens and builders have filed 79 complaints against the Pristina municipality in the Ministry of Environment and Spatial Planning, where only 4 of these cases has been granted rights to the Pristina municipality, while 75 of them answered have been in favour of citizens.

So, until we had in 99,99, % of the cases of inequality and injustice, in the first six months of 2017, with a huge growth trend, so far at 95% of the cases were wronged to citizens”, he said.

While PDK assemblywoman Laura Zherka has said that all of these about 200 cases of injustice can be illustrated with facts, but that to keep citizens out of charge, three different cases have been selected, which are best distributed to the injustice of the Pristina municipality and its collapses with construction permits.

She has said that B Street of the neighborhood “Sunset”, Ahmeti's administration has issued construction permits in green space.

The regulatory plan for the “Mati-1” area was approved in 2011 and illegal has been changed and subsequently completed by the former Pristina administration, turning space there from green space to construction space. This decision, by the Ministry of Environment and Spatial Planning, which is overseer of municipal acts, has been deemed illegal and in its response has ordered the Pristina Community to cancel and harmonise it with the Space Planning Law. Meanwhile, the former administration had made no other decision, but even the green spaces there had not been affected. The case was left in their drawers untreated. After taking power from the Vetevendosje party, this case was taken out of the drawer and harmonising it with their interest in “the Dostave Bank”, illegally issued construction permits. The move had been reasoned with a scandalous legal interpretation of the Pristina municipality itself, despite the fact that the legal offices of municipalities are not competent to handle the decisions of ministries, thus fulfilling their personal and political interest. While, following the institutional response of the central bodies and citizens of that neighbourhood, this case has now ended in court as a flagrant violation of the law by them”, Zherka has said.

As a second case, Zherka also mentioned a space near the new Pristina municipality facility in the neighbourhood of “Arberia”, where it has been denied legal rights to citizens by not giving them permission, although under equal conditions construction permits were granted to all nearby.

“ “Arberia 3” is the first block of buildings under this plan for objects “ “ <x3x4>, “ “, “ ”, <x>>>>>> <x>>>>>>>> <x11212> and <x13D3x14>, which since 2006 had urban permission and started building them. The construction of all objects has been completed in this neighbourhood, except for the “D1” object, which, contrary to the Construction Law and the Spatial Planning Law, has been denied permission for construction by the government of Shpend Ahmeti, despite the fact that there were urban permits since 2006. Without any reason and contrary to the laws in power, it has been denied the right to many citizens to live and build on their property there. The central organs within its competencies have examined this case and have given rights to these citizens, abolishing Pristina's municipality decisions as unfair, but the Pristina municipality had not taken them into account and continued with violating the rights of citizens and owners there, only that they were not part of the Subx17>Klan shopping at Dostave<18>. Even this case was sent by owners to the court because of the legal violations of the Pristina municipality and denial of their rights”, Zherka has said.

PDK Assembly in the Pristina Parliament has compared two cases in the neighbourhood to “Greedy”, behind the Palace of Youth and Sports, where the Pristina administration, according to her, with selective access and corrupt selections, is denying the right to a company to build, despite the fact that at all levels is fair to that company.

Zherka has said that this government of Pristina daily violates the law, every day ignoring even regulatory and urban plans, but for providing construction permits, the only criteria they have are just their personal and political interest.
