At the Central Election Commission until yesterday, about 1600 applications made by the diaspora for registration outside Kosovo in local elections have been reached, while they have time to apply by August 23rd.
CEC spokesman Valmir Elezi has said the application process outside Kosovo is continuing normally, and by Friday they have applied for a total of 1600 people and more than 1400 of them have come through three voting service addresses.
He also said the CEC is continuing with preparations for local elections, and the phase for registration as voters outside Kosovo is the longest phase of this process.
According to Elez, preparations for local elections to be held on October 22nd 2017 are going according to the previous dynamic in the operational plan, which has been adopted shortly after local elections have been announced.
Regarding the diaspora vote at embassies and consulates, CEC spokesman Valmir Elezi has said that the way of the census for foreign voting is regulated by law and election regulations.
However, diaspora Affairs Department head Jahja Luka has told Kosovo Press that legal changes must be made in order for diaspora to vote in embassies and consulates where they live.
Luka has also said both the Diaspora minister are insisting that with amendments to the law and constitution, the reserved places for the diaspora in the Kosovo Assembly will be introduced.
According to Luka, what the CEC must do in order to have as many participants from the diaspora as possible for the country's local elections, which will be held on October 22nd, is to increase its capacity until legal changes are made.
Meanwhile, the law on general elections says the eligible voter, who is temporarily missing in Kosovo, can vote for elections for the Kosovo Assembly if he or she has applied successfully for voting outside Kosovo and has voted in accordance with the provisions of this law and the rules of the CEC. And the vote through the vote outside of Kosovo should be accepted by the CEC prior to election day, as defined by CEC regulations.
Meanwhile, the voter can rightly apply to receive a ballot vote outside Kosovo by handing in the voting application outside Kosovo/the voter registration platform (<x0) via-post”) in the form available from the ECZ's electronic page through three forms: KQZ postal fah, KQZ fax, and three emails that are available for the voting services.
