Federika Moghrini, is convinced that by the end of 2019, Balkan countries will achieve concrete steps towards EU integration.

Kosovo President Hashim Thaci and Serbia's President Aleksandar Vuciq meet this Thursday in Brussels at the invitation of the European Union's top representative, Federica Moghrini.

The latter confirmed the meeting, aimed at continuing the Kosovo-Serbia dialogue, started now nearly five years ago. “I think we can achieve the goal by the end of the European Commission's 2014 mandate in 2019 in seeking concrete and important steps for each of our Balkan partners on their path towards integration into the European Union. Despite some difficult moments this year, Balkan partner countries have witnessed the will and desire for progress on the road to the EU” said Federika Moghrini in a speech before EU countries' ambassadors.

Fashions for Final Agreements

The media in Pristina and Serbia write that “in Thursday's meeting is expected to be discussed about the modalities for reaching a final agreement on the dialogue between Kosovo and Serbia, which would have international obligations”. For a new phase of Kosovo dialogue, Serbia has long been talking to Kosovo President Hashim Thaci, who says the “has come the time for Kosovo and Serbia to sign a final reconciliation agreement.

Vuciq: Substantial Dialogue

Thursday's missile, to be held in Brussels, between Thaci and Vuciqi, could complicate the arrest by Kosovo police from a Serb war crimes suspect. Bogdan Mitrovich, 74-year-old from Sopia of Suhareka, was arrested yesterday by Kosovo police during his visit to a church near Multishish. Kosovo police, announced that Mr. Mitrovich has been sent to the hold for 48 hours. Serbian media say Bogdan Mitrovich, accused by Kosovo Special Prosecutor for war crimes against the civilian population.

Vuciq to speak for Mitrovica

Serbia's President Aleksandar Vuciq, who said that in Brussels he is going to speak also of Bogdan Mitrovici's case, because, as he said, “marakos for him”. “Pristine will hurt heads from our questions. I am very interested to know what our international friends will say in this case”, the media in Serbia quote Alexander Vuciq.

Kosovo-Serbia relationship ʹ and dialogue historical

Dialogue between Kosovo and Serbia began in March 2011, while the deal on improving reports was signed on April 19th 2013, between then prime ministers Hashim Thaci and Ivica Dacic. One of the main points of the agreement was the free movement of people and the association of Serb majority municipalities. The latter has not yet been living up to the fact that the Constitutional Court of Kosovo found that the Kosovo Constitution is violated with this agreement. Serbia insists on the existence of this agreement, in some cases even setting the stage for continuing dialogue.

The Serbian newspaper Danas, for Thursday's meeting, writes that a accelerated change in the format of talks -- Kosovo-Serbia” is expected. “As the EU delegation in Serbia announced, they will exchange opinions on continuing dialogue on normalising relations between Kosovo and Serbia, following the agreement reached in July on starting preparations for a new phase of dialogue”, writes the Serbian newspaper Danas.

Serbian analyst Dusan Janjic, chairman of the Forum for Ethnic Relations, according to this newspaper, says Thursday's announcement will be one of the preparation meetings for the new phase of Brussels dialogue”. According to him, “in some future meetings will determine the form and topic for further negotiations on resolving the Kosovo issue” and this preparation phase will last until the end of 2017 or early next year.
