The audience office finds fraud in KEDS, education, medicine, municipal tenders...

Ten interesting findings have been identified by the National Auditing Office of Kosovo during the audit of Kosovo municipalities for 2016.

The introduction of construction permits after two years, the employment of a math teacher sociologist, the pardoning of debts not paid on the Law for Forgiveness... are some of the findings identified as interesting to the newspaper Life in Kosovo.

“KEDS

The Sterpce municipality has not saved itself from giving “bakish” KEDS. The audience has paid more per capita than real debt, says the audience.

The Shtrepca municipality on the date 13,12.2016 had paid electricity costs worth 5,000 dollars, while the billed amount for these expenses was $1,229. So it was paid $3.771 more than the bill value. And by 13,12.2016, electricity costs were paid for $1,680, while electricity spending bills were worth $608. So, it was paid $1.072, more than the bill's value”, indicates the ZKA found

Sociologist employed math teacher

Another interesting case recorded by the audience is the employment of a sociologist as a math teacher. This happened in the Government-Kosovo Community.

The Fushe-Kosovo municipality has committed two teaching decisions to Albanian and Mathematical-language classes at lower elementary school -- Selman Rizaı, in three months' lengths. One teacher with Sociology's basic qualifications has been accepted for mathematics. On the other hand, employees are not paid pension contributions and income taxes, as required by the Law on Personal Revenue Tax No. 03 L-161” says the audience report.

Building Permission After Two Years

The General Auditor's report states that the Fushe-Kosovo municipality has given construction permission after two years, beyond the legal deadline.

“In the case of granting construction permits for an object had been delayed with permission equipment longer than 30, 45 days from application under the Law for Construction 04/L-110, respectively. The application requirement was in 24.03.2014, meanwhile, construction permit was granted after two years, in 20.07.2016”, the report says.

Vigilative Communities

The National Auditor's Office has found how the Gracanica municipality has been very vigilant and at the head of the task when it made the bidding assessments for a tender. The vigilante was shown in the first phase. The municipality had contracted the economic operator who had brought the confirmation that there was no unspoiled duty in the Tax Administration, but in fact the Community had proven the opposite.

“For the Skullean road construction project va - Suhadoll (270,727m), according to the tender file as the criterion is required by OE for confirmation of ATK obligations. The winning OE has handed in ATK's confirmation that there is no debt, however, the municipality has verified the validity of this confirmation through the ATK system and has proved that OE has had outstanding debts in ATK. In spite of that, the same operator has been announced as the winner of the tender”, the audience says.

Not known how stray dogs were eliminated

One of Auditor's findings is possible misuse by means of strays. The report says it is unknown to the fate of 250 busy dogs in the Kachanic municipality.

With a case of 4,600 in the name of eliminating stray dogs, we've noticed that the municipality doesn't have enough evidence to treat eliminated dogs. We have found the list of 250 busy dogs, but not even the process of whether these were sent for further treatment or were eliminated”, says the audience's find.

Doctors were employed instead of technicians

The Vushtrri municipality planned to hire technicians but hired doctors.

The “Comuna had budgeted the employment of three (3) health technicians, while for those positions the general doctors” had employed the report.

The budget guard was involved.

“In the absence of MF tools had not consented to put them on pay lists because deficit was caused in wages. These workers have been put on the payroll for only two or so months and have been paid retroactively for the first eight (8) months. As a result of inadequate planning, the municipality had remained committed to $3.657 for 2017”, says the Auditor's report on the Vushtrri Community.

The municipality doubled its debt to taxpayers

The audience in Ferizaj's municipality audit report found that the municipality doubled the taxpayer's debt but then corrected the mistake.

“In the case of testing ten (10) samples we found that in one (1) a property tax bill was incorrectly charged at more than $110,650. At the time of auditing, this amount was regulated and the exact amount of property tax for this taxpayer was 54,533$”, the report says.

The Tent was given to the most expensive bidder

The withdrawal of the cheapest bidder in a procurement activity in Ferizaj's municipality prompted the municipality to award the most expensive bidder contract for over 33 thousand euros.

On project review case In the village of Mirasal, the municipality had contracted to the economic operator at more than $266,333 as the most expensive bidder than the cheaper operator of 266,306 euros.

The reward of the most expensive bidder was that the cheapest bidder had withdrawn the tender file from the tender after the bidding process. Forgiveness of Unforgiving Debt

In the name of the Law on Forgiveness of Debts, Elez's Khan Community forgives unforgiving debts.

Urbanism Director “had taken an independent action regarding tenants' debts. We have found that rent debts were forgiven for 14 municipal property tenants worth a total of 6.615, based on the law on pardoning debts. This law does not foresee the pardoning of debts for leases”, the audience says.

Money for stray dogs went for food and drink

Money for treating stray dogs was spent on food and drink, and without evidence of the reasonableness of such expenses.

The Gracanica municipality on the basis of a co-operation agreement has paid 1,500m individual business, which deals with housing and treatment of stray dogs. The required payment requirement notes that expenses are for workers, food, and drink, as well as veterinarian expenses. The municipality has no reasonable evidence of the type of activity or the reasonableness of subsidy for private business. Also, there is no report on the additional waste of tools”.
