The three political parties, P The DK, AAK and the Initiative in the June 11th elections competed as a pre-election coalition, and this would have “negative consequences” in their representation of the Central Election Commission.

So far The PDK has two representatives in the CEC, while the AAK and the Initiative have one representative, but in the future these three subjects will have only two representatives, as long as there will be Vetevendosje and the LDK-AKR-Alternative coalition, the news writes.net.

The Central Election Commission has a total of 11 members, of whom the leader appoints the president, while the other six members appointed as a result of the nominations of the six largest parliamentary groups in the Kosovo Assembly and four members representing minority communities in Kosovo.

But after the last elections, only three Parliamentary Groups emerged: 1. PDK-AAK-Nisma (PAN), 2. LDK-AKR-Alternative (LAN) and 3. Vetevendosje, then these three groups must have two representatives in the CEC.

Albert Krasniqi from the Kosovo Democratic Institute (KDI) has clarified the news.net that the Constitution has preceded the composition of the CEC to be of 11 members, including the leader whom the president appoints by the ranks of Supreme Court judges and courts with appeals jurisdiction. And that another ten members are appointed by parliamentary groups represented in the Assembly, out of which four are reserved for communities not majority, while another six for other parliamentary groups that have been competing for 100 seats that are not guaranteed for communities.

The destruction of these during members of the CEC takes place among the six largest parliamentary groups. Now, since the Constitutional Court has equated the parliamentary group with the political subject that has been competing in the elections, the division of these six positions in the CEC would have to be made between PAN, LVVV and LAA, as subjects that have been certified in the elections, and not as parliamentary groups created after the Certificate of the Parliament's results and constitution. Approximately, each subject will have to be appointed by two members in the CEC”, Krasniqi has clarified.

He further said that even if the parties within the coalition PAN decides to form separate parliamentary groups, they belong to only two representatives in the CEC.

“In coalition case PAN, should have the right to appoint only two members to the CEC, regardless of whether they register as three different parliamentary groups in the Assembly. Coalition partners need to have internal agreements to carry out these appointments”, Krasniqi added.

But, here the complications for the war-wing coalition do not end, as the three subjects will also have problems with the issue of appointing members in the (KKZ) Municipal Electoral Framework and on locale council structures (KVV).

“As far as nominating members in the Municipal Election Framework (KKZ), political subjects who have passed the election threshold in the national elections have the right to nominated members. Even then, the coalition PAN is known as a political subject that has competed in elections and has the right to nomination of a member to each KKZ. The same compound should be reflected in locale council structures (KVV)”, Krasniqi declared at the end.

But that will not apply to the local elections held on October 22nd, as the results of the June 11th elections are set to be unacquired at the moment when the CEC has taken the decision on appointing members of the KKZ.
