According to the report, public universities, which operate under MAST, did not complete their own questionnaire, had no development strategies except the University of Gjakova, and did not have annual work plans for 2016, and had no risk records.

On one occasion, the professor had maintained only four hours of teaching less, and the next case was six hours less instruction until they received a full salary. According to the regulation, no hours are penalised with partial salary removal. Universities under MAST have adopted their own personal income regulations, based on Pristina University regulation No.156, released at 27/04/2012, under which they envision professor compensation for every high-level student presented at the exam, at a height of 0.60m, and for every master-level student presented at the exam, at 3$. According to current guidelines in force, Bachelor-level students don't pay at all for testing, and students at the master's level for each submitted exam are paying 2.5. This means that the revenues provided by the examination do not cover the costs for the professor's compensation. In addition, keeping the exams would have to be an integral part of the work tasks for which professors receive the basic wage and eventually the honouraries”, the report says.

In cases of realisation of construction work related to the construction of educational facilities, the audience says that for the seven tested contracts, MAST had assigned contract managers who have forwarded the implementation of the works, but it had not also assigned the professional overseer body, which also conveyed capital investments and oversees specific work ahead of contract.

According to the audience, the construction process has been forwarded to schools with multi-year delays.

“From the 11 projects launched in 2009, six of them have been completed, two were in the process of technical accession, as the work continues to three. THE MAST had not applied criminal acts to companies, because according to them the circumstances of delays have been mutual, lack of budget, specific changes and neglect of companies on the other hand. According to the audience, the value of unpaid obligations at the end of 2016 was 593,760 euros. This presents part of the budgetary challenge because the ministry also had accounting obligations worth 726,530 euros. While obligations had undergone considerable reduction, accounting obligations had increased by about 11%. Increasing accounting obligations can affect the budget, which is scheduled to be spent on other projects.
