From this amnesty, only 60 persons were repatriated to Albania, some of which were imprisoned after some time.
Of the 208 people, about 104 people lived in late 1990.
In 1991, in the new conditions, heirs of the communist regime demanded “actualisation of the 1959 decree. An information number959, date 4,9,1991 of the Ministry of Public Order, listed 118 people such as “criminal”. The format of the list was done naively and ridiculously by the Ministry of Political Order, under the 1959 amnesty decree. There was no legal act in determining it.
Ministry authorities in question performed a stupid interpretation of the 1959 decree, regardless of the new circumstances under which Albania was in existence. The headpiece of this list with “kriminal” was the replacement of King Zog with Leka Zogu. So editors of the list knew the right to decide for “the inheritance” of the <x4kriminal”.
And since Leka Zogu was 5 years old when the war ended, he had become <x0kriminal”. This document with the accompanying “List of fugitive criminals abroad who do not benefit from amnesty issued under decree No.3005, date 23.11.1959”, is not known until today. Security officers working at the Ministry of Public Order drafted it.
Every crossing point had the order to stop people from entering Albania. But as I mentioned, this list was made up of dead and living, presenting it as a ridiculous list. The list had no power. The fugitives were granted Article 2 of law No.7514, the date 30.9.1991 “for the innocence, amnesty and rehabilitation of former convicts and political persecutors”.
