While minister, Abrashi illegally appointed his adviser director at the Employment Agency

Although this KPSHCK decision also obliges the Government of Kosovo in the 15-day term to implement the decision, this has not happened.

It is the selection of Employment Agency Director Drin Haraqia, who has been adviser to former Labour Minister Arba Abrashi until his appointment in this position, reports Kosovapress.

Initially for this position, the Ministry of Public Administration as a competent body regarding recruiting senior presiding officials in Kosovo's civil service, on January 13th of this year, had announced competition for the top position, and on April 05th, the Kosovo Government had appointed Drin Haraqina to this position.

Haraqia, before being appointed to this position, was senior adviser to Minister Arba Abashi. Shortly after his appointment, one of the participants in this recruiting procedure, Derfrem Rifaj, had filed a complaint with the Commission for the High Board of Public Administration hearings. This commission had rejected the Rifaj complainer's complaint, while the same had filed complaints in the KKPSHCK.

The body, according to the document Kosovo Prees has secured, has found that there have been numerous violations in the appointment of the director general at the Employment Agency, and with the decision of 18.09.2017 had approved the Refaj attorney's complaint.

He has also shown the case for Kosova Prees, saying he has become unfair after the former minister has illegally appointed his adviser.

The council has also found it to be serious violations that a senior political adviser is being appointed to civilian service, the basic criteria of the” competition have not been met, Rifaj said.

He has also indicated that the Independent Council has approved his request, but he has warned that he will send the case to the Constitutional Court as well.

The Council has made a decision to suspend until the subject is reviewed, but has not been respected by Minister Arba Abashi. Then he decides to cancel the entire competition procedure and yet this is not taken into consideration by the former minister and the current minister has to be made decision or prime minister, there are legal deadlines, all legal deadlines have passed and the decision has not been made here. This case has been three months... The government and the minister, if they fail to implement it, will take conform measures of law in force to the tribunal until the Constitutional Court. Laws predict that the Council's decisions are not negotiated but are strict decisions and that we have adequate cases in which the Constitutional Court for Decisions of the Independent Council of Supervisor” has made, Rifaj said.

He has also said that the case has been announced by the Great Britain Embassy, since in this case the recruiting process and interviewing were also the English company, but has not received an answer.

The answer to this issue, despite Kosovo's insistence, has not been obtained either by the prime minister's office, but by the Ministry of Labour and Social Management.

The questions have not even been answered by KPSHCK officials.
