The appointment of some 60 deputy ministers from Kosovo Prime Minister Ramush Haradianj is challenging the Public Administration Ministry, which by law is required to provide space, vehicles for every deputy minister.
This and many other challenges are presented today to Public Administration Minister Mahir Jagcilar, during reporting to the parliamentary Commission for Public Administration, Local Governance and Media.
“As to deputy ministers the number. I'm not responsible for these issues is Government. It's a problem, it's a problem. For me it's a challenge, the escort staff are required to search for space. Or vehicles. For us, it's a challenge. It's not an easy issue. Yeah, I'll try to answer you correctly. But right now I'm not the competent minister for the number of ministers, deputy minister if he comes, comes with the driver, usually with an assistant, the other staff doesn't exist. The driver and assistant. I don't want to comment on those issues, but besides drivers and assistants there are no other staff. As civilian staff, however, they have no right to intervene. Of course you do. So we have the difficulty with menajuia space is not something to hide, but it's really a challenge”, Jagcilar said.
Albanian Pantina, a member of the Commission by the Vetevendosje Movement, has quoted international reports as having cited the problem of politicising public administration and has asked the minister about the measures he will take for depoliticisation of public administration.
“The extreme politicisation of public administration. A lack of professional capacity. Lack or non-clear account line. So there are some of the issues the progress report emphasizes. We also have not been given the opportunity to discuss the governing programme, the public administration part. What measures will you take in this new mandate to depoliticise the administration, which means it is one of the remarks, EU criteria”, Pantina said.
While Minister Jagcilar has said that EU criticisms are criticism for all and that it is not just the ministry he is running. He has also been answering the question of Imet Candman, a member of the LDK Commission, who has asked him to know from the minister about regulating the legal basis for wages.
At this point in Kosovo, there is no law on wages. There's a law for employees that don't apply. But you don't exist as law. It's also the effort, the European Commission's request, in the European agenda, to be approved to adopt a wage law that will create an equality, requires that the same wage principle be realised for the same work. Let's not get into the situation that in different municipalities or institutions for the same different cofficient or paid differently. The law does not apply in terms of salaries. It's a big dilemma. There are some laws which are not in harmony”, Yagcilar said.
Also during the report, the minister has been asked by Commission Chairman Nat Hasani about what reason the Islamic Community is registered as NGOs in Kosovo.
The Islamic Union has no right to take advantage of customs release because it is a non-government organisation. They can't record their cars in the name of their own. The point is, in the Constitutions only recognised the right to legal status, only the Catholic and Orthodox Church, not the Islamic Community. The Islamic Community is a fortress in Kosovo only as NGO”, Hasani said.
But on this issue, the minister said he could not intervene and call it major issues.
For these issues it's the law that we don't want to interfere with these major issues. It's not our jurisdiction. Now another law on this matter has been proposed, I believe it will be realised, but in this case we as MAP do not deal with these questions”, Jagcilar said.
Yaglzillar, has also presented to members of the Commission and the number of activities of NGOs, associations, foundations. Based on evidence that they have the department's base date for nongovernmental organisations from 1998 to November 7th of this year, 9 thousand and 488 were registered. NGO. Actives are 9 thousand and 334, 131 are extinct, 23 are suspended, with 8 thousand and 952 local, international 531, the association is 8 thousand and 605, 347 foundations, while NGOs with public profit status are 237.
He has also said that they have entered the phase of changing the law and that the new law for NGOs will soon be prosecuted. Also, three strategic laws -- the civil service law, the law for public administration organisation and the law on salaries from Kosovo's budget -- will be approved at the framework of reforms.
