The government is determined that the issue of demarcation with Montenegro will be sent to the International Court of Arbitrazh, unless it achieves reconciliation with Montenegro for turning the process to zero point, Koha Ditore writes today.
But for this to happen, the executive must pre-empt the epilogue agreement in the Assembly and obey the other side to resolve the dispute in international arbitration. But arbitrage decisions have not always found application.
Croatia is refusing to implement the International Court's decision, which has given Slovenia the right to a controversial part of the border. However, in the Government of Kosovo they have said they will accept the arbitrage verdict, no matter what is decided. The opposition does not consider sending demarcation to arbitration an appropriate option.
Prime Minister Ramush Haradinaj mentioned at the weekend the possibility that demarcation with Montenegro will end at the Arbitrazhi Permanent Court, headquartered at The Hague. Muharrem Nitaj, adviser to Prime Minister Haradinaj, has said this option will come into effect if Montenegro does not want demarcation resolved between parties
