Berlin, and others could do more about imposing new sanctions on North Korea, says Washington's statement.
Along with Germany, Britain and Sweden, they have diplomatic representation in North Korea, and they share a complex in the Pyongyang.
Russia and China, North Korea's closest allies, have embassies and consulates in the country, while India, Pakistan, Poland and other countries also have diplomatic representations.
