People have been seen running down the Strandão near the Convention Garden of London, as a taxi entered the sidewalk and stepped on footmen.
Witnesses say that the car took people to Southampton Street in the center of the English capital.
Jay Gilbert told Metro.co.uk that his daughter Christie experienced the shocking incident.
He said that a taxi entered the sidewalk, stepped on people and that she saw bodyguards on the ground.
A police spokesman told Metro.co.uk that the attack is not named terrorist, and that they are waiting for a confirmation of the number of victims.
