Amid fear of heavy rain and possible floods, emergency situations have been declared in Louisiana, Alabama, and parts of Florida, as well as Mississippi. With winds up to 120 miles per hour [140 km], the category storm one follows Hurricane Harvey, Irma and Maria who destroyed Puerto Rico, Texas, Florida.
