Domart Koinari, sentenced in France to 10 years in prison and released in Albania for procedural violations, suspected of being involved in eight murders in Albania and France, is on the run, as the “prison arrest measure, designated in absentia.
Interpol's letter was read in Monday's court session, which was postponed due to Konyar's failure and his announcement of the trial.
The court also cited a letter from Police Commissioner No. 4, under which Konyar was no longer a resident of this area.
The court postponed today's session, and expects answers from the No.1 Police Commissioner in Tirana and Interpol Tirana.
The defendant is accused of establishing a criminal organisation in France, whose activity was trafficking and selling heroin narcotics. (Read more here)
This citizen was first arrested on January 18th 2016 at the Captica Border Crossing Point in Korca after being found forged documents called Arben Lazri, and for that reason, security measures “were imposed in prison”. Based on procedural actions, it was identified that this citizen was Domart Konjari, for whom there was an international arrest warrant by French authorities, after he had been sentenced to a ten-year prison sentence. French authorities had also made a request to Albanian authorities that, if arrested, the trial against him be held in Albania.
Since the work he was accused of in France, “narcotics-traficiated” was in the hands of the North Crimes Court, the file with his arrest was passed by the Korca Court for Tirana.
On the basis of a verdict, which was contested by the Prosecutor's Court of the Foreign Crimes Appeal in February 2016, ordered its immediate release and security measure “duetation”.
While Konjari gained freedom, the Prosecutor for War crimes conducted her investigations into acts charged in France, based on materials obtained by the official authorities in Paris. Based on these investigations, the State Criminal Prosecutor requested again in December 2016 the appointment of a security measure “prison arrest” against Konjari. That request was accepted on the part of the Court, but meanwhile, it has not yet been found by police, despite the court's ruling, it should be presented to the Judiciary Police periodically.
