UN: Strategic Dialogue with Kosovo when conditions, pledges to Serbs are met

The United States said they are awaiting the creation of conditions for launching Strategic Dialogue with Kosovo, stressing that they include meeting Pristina's pledges to the Serb minority.

an answer to Radio Free Europe, a spokesman for the US State Department reminded that Strategic Dialogue was suspended in September 2025, “for an indefinite” period, due to concerns about the government's actions in Kosovo.

We remain committed to advancing the common interests of the United States and the people of Kosovo. We look forward to developing a Strategic Dialogue with Kosovo when the right conditions are created, including Kosovo meeting its commitments in relation to Kosovo Serbs”, it says in response.

The State Department did not give a deadline when it can start Strategic Dialogue and did not specify the steps it expects from Kosovo authorities.


The answer comes on the day Washington launches the first round of Strategic Dialogue with Serbia a process aimed at deepening bilateral co-operation in areas such as security, economy and foreign policy.

“Through this dialogue, the US and Serbia will work on achieving common goals, including regional peace and stability, expanding ties in the field of business and education, as well as building a more prosperous” future, State Department spokesman for Radio Free Europe said.

When and why was Strategic Dialogue suspended with Kosovo?

The American Embassy in Pristina announced on September 12th 2025 that the United States had suspended Strategic Dialogue with Kosovo for an indefinite period.

At the time, the embassy said the decision was made due to “concerns about the government's actions in office”, which, according to it, “have increased tensions and instability” and limited the United States' ability to work productively with Kosovo for joint priorities.

The decision came after Kosovo authorities took action against Serbian institutions operating in Kosovo.

They also publicly criticised the country's Constitutional Court for a decision concerning the mandate of MPs.

Washington named these developments as factors that raised political tensions and exacerbated co-operation, while the incumbent government said they were the legal and constitutional “and”.

What is expected from Kosovo in relation to Serbs?

For years, the United States and the European Union have been urging Kosovo to implement agreements reached in dialogue with Serbia, mediated by the EU.

These include, above all, the establishment of the Serb majority municipalities' Association and ensuring a level of self-defence for the Serb community in Kosovo, in line with the 2023 Base Agreement and the Ohrid Annex.

The West also demands that Kosovo resolve disputes with the Serbian Orthodox Church, protect religious freedoms and avoid unilateral actions in the country's north, which, according to Washington, have raised tensions with the Serb community.

Kosovo argues that implementation of obligations from the dialogue should be mutual, while its actions in the north from the removal of the Serbian dinar from use to the closure of most of the Serb parallel institutions have aimed at extending rule of law.
